Garland names managing director for water

Wesley Kucera is now Managing Director of the city of Garland’s water utilities, after working his way upward through the organization since 1996. This new role will put him in charge of all water and wastewater operations.

“The city of Garland organization takes pride in recognizing talented employees,” said City Manager Bryan L. Bradford. “Wes has brought innovation and energy to this organization as he has grown through the ranks. We’re looking forward to enjoying the benefits of his leadership in the coming years.”

Kucera came from the private sector to the vity of Garland in 1996 to manage daily operations of wastewater treatment’s environmental laboratory operations. In that role he developed the lab’s quality assurance manual.

Later, as Technical Services Director, Kucera implemented the National Environmental Laboratory Accreditation Program for the Garland Water Utility Laboratory. He was later promoted to Director of the Wastewater Treatment Department, overseeing operations at both the Rowlett and Duck Creek facilities with a combined capacity of 64 million gallons per day. Under his leadership, both facilities have received national recognition for excellence and compliance with federal environmental protection standards.

Kucera has also co-authored presentations for the Texas Water Conference, the Water Environment Association of Texas and American Chrome and Chemical, Inc. He is vice-president of the Texas Association of Clean Water Agencies and is a member of several state and national industry associations.
