Car sales SUP granted — An SUP was granted for an auto sales business at 923 S. Jupiter Rd. Staff reported that they worked to minimize the effect on other tenants at the location. Only four cars for sale will be displayed in front of Suite 923. Others will be displayed inside the building. The Planning Commission recommended approval with a 10-year SUP.
Wyrick Farm area development — A zoning change was requested and approved for potential development of the Wyrick Farm area at the corner of Shiloh and Buckingham roads. The development would include single family use with townhomes to 5,000 square foot lots with some commercial including neighborhood office. The concept includes parks and a trail system.
The developer believes that a number of Baylor Scott White Hospital employees would take advantage of housing close to the hospital and that State Farm and Raytheon employees could also be attracted.
A resident near the proposed project expressed a concern about wildlife trees as well as the new development using an existing alleyway.
Other neighbors asked council to consider nearby traffic as it is already a problem, especially in the morning and afternoon.
Zoning changes near Spring Creek Preserve approved — A request was made and approved for an amendment to a Planned Development District for mixed use including a high end apartment complex. The property is east of Shiloh Road, northwest of Holford Road and north of the Springcreek Greenbelt and south of the future extension of Naaman School Road.
Concerns were raised over the wildlife at the Springcreek Preserve. Barbara Baynham, a representative for the preserve, addressed council regarding flood plain and the need for it to remain wild and asked that trees used for the tree mitigation will be matched to those already in preserve.
The same developer requested and was approved for an amendment for a multi-family development use that would also include retail and restaurant. The property is southwest of Highway 190, northwest of Holford Road, north of the future expansion of Naaman Forest Blvd. and east of Shiloh Road.
The development will include a parking garage and a Starbucks.
A rezoning request was made and approved for property bound by Holford Road to the northwest, Spring Creek Forest Preserve to the northeast, North Garland Ave. to the southeast and Arapaho Road to the southwest. The requested change is from agricultural use to planned development and would include single family, multi-family, independent living, community office and restaurant uses.
Vacant Hypermart site development a no-go — The proposed development for the vacant Hypermart location on South Garland Ave. was voted down after another long discussion. The proposal included 819 indoor storage units occupying two floors along with a sports complex. The Planning Commission had recommended against the development and the decision rested in the hands of the City Council.
The sports complex was to be on the west side with the storage portion on the east.
Objections to the development have been based on the plan not adhering to the Envision Garland plan and that the area was declared a catalyst area. Staff considered those facts when making a decision to recommend against the proposal. Another argument is that South Garland Ave. is a corridor into the city and the development should reflect that with more desirable businesses.
Numerous people were in favor of the sports complex without the storage facility but the applicant’s representative said that was not an option.
