The city of Garland is reopening city offices and facilities in a phased approach. Ds are subject to change. To contact departments directly, see Staff Directory.
Currently Open:
Police, Fire and Health departments continue to be fully operational.
Library curbside pickup services have resumed. Visit Library website for details. Book drops are open.
Street Department has resumed work on scheduled projects.
Firewheel Golf Course has opened specific courses on a limited basis.
Garland’s parks, trails, tennis and disc golf facilities are open on a limited basis
Environmental Waste Services crews are maintaining regular residential, brush and bulky and recycling collection schedules. If carts are overflowing, you can drop off excess material at the Recycling Center and Transfer Station at 1434 Commerce St. from 8 a.m. to 5 p.m. Monday – Friday and 8 a.m. to 3 p.m. Saturday. Email questions to EWS@GarlandTX.gov or call 972-205-3500. Residents are currently encouraged to avoid trips to the Hinton Landfill.
Scheduled to open June 8:
Recreation centers within Governor’s Open Texas Guidelines – 25% capacity, basketball courts and game rooms still closed. (Senior centers remain closed)
The Atrium at the Granville Arts Center can host events up to 25% capacity, which is 125 with tables for dining and 175 with theater seating.
Scheduled to open June 15:
A phased reopening of specific Garland Municipal Court will begin June 15. Court staff will make contact to reschedule dockets postponed by the COVID-19 shutdown. You may pay a citation online or by mail at the address on the back of your citation.
City offices and lobbies at 25% capacity (within Governor’s Open Texas Guidelines), including the Duckworth Utility
Services Building and all library locations.
Scheduled to open June 22 or later:
Holford and Wynne pools will begin swim lessons on June 22. No city-owned aquatics facilities will open for general public use in 2020.
Some recreation programs and summer camps to be announced.
City enforcement operations such as parking, code, building inspections, etc. Garage sale and other permits will be issued beginning July 6.
Special Events:
Smaller outdoor events will be allowed, per the Governor’s Open Texas Guidelines. Monitor the city’s Special Events calendar and www.VisitGarlandTX.com for updates.
The city of Garland and Firewheel Town Center will not host an official celebration on July 4.
Openings to be determined:
Until the governor issues guidance for performance venues, the Granville Arts Center and Plaza Theatre will be closed.
Since senior citizens are among our most vulnerable populations, senior centers will remain closed until further notice. Senior meal service is still available. See the Senior Center page.
Other interim service reminders:
Garland Animal Services is limiting the number of people who can be in the Animal Shelter at one time and requires appointments. Visit Garland Animal Services webpage for details.
Garland Health Department – The Garland Public Health Clinic and Environmental Health Department have limited public access. Contact them directly to make an appointment.
Utility Customer Service:
The city of Garland is working with utility customers. We are not currently disconnecting for non-payment but anticipate resuming collection-related activities on or about June 15. We encourage customers to contact Utility Customer Service at 972-205-2671 or CustServ@GarlandTX.gov to discuss their situation and how we may be able to assist. Include service address and account number in correspondence.
Reminder: Duckworth Utility Services Building, 217 N. Fifth St., is closed until June 15 (subject to change).
Utility and tax payments will be accepted via the Drive-Thru Payment Center at 717 W. State St., 8 a.m. to 6 p.m. Other utility payment options are also available.
Help neighbors with their utility bills by contributing to Provide Aid in Dollars (PAID). The option to contribute is on your utility bill. Funds are distributed through Salvation Army.
Assistance and other resources:
Several rent and mortgage assistance programs related to COVID-19 are being prepared in conjunction with federal guidelines, as well as medical, counseling and other forms of assistance. The first programs will be available June 1 with more coming online in the following weeks. Watch city website and social media pages for updates.

GarlandPublic WiFi is available at all city buildings. Even while the buildings are closed, coverage extends outside and is FREE. See terms and conditions and list of locations at GarlandTX.gov/WiFi.
