City Council receives proposed CIP

City Manager Judson Rex presented the 2023 Proposed CIP to the mayor and City Council members at the Jan. 17 meeting.

Capital Improvement Plan definition/qualifications:

  • The CIP is a five-year financial plan that includes projects such as public works infrastructure, utility infrastructure, municipal facilities and large or specialized equipment purchases.
  • To qualify for inclusion in the CIP, an item must be a capital asset, have a useful life of at least five years and exceed $25,000.

The 2023 CIP does not include a tax rate increase.

Rex said that the primary goal of this year’s CIP was to continue the implementation of the 2004 and 2019 bond programs.

The plan is conservative and is intended to allow for current cost escalation and supply chain delays. It also includes $65 million in inflation reserves because of current uncertainty of the economy. The 2023 plan represents an increase of $47.1 million over the 2022 CIP.

The plan includes three areas:

Only a small number of new projects are proposed in the 2023 CIP. Most are existing projects for which funding has already been approved.

The property tax base growth is projected to increase by 16.4% in 2023 which is a record high for Garland.
