City of Garland departments win awards

Three city of Garland departments have recently received awards. The Nicholson Memorial Library System, Purchasing Department and Budget Department have been recognized.

Nicholson Memorial Library System wins Achievement of Excellence Award

For the 20th consecutive year, Garland’s Nicholson Memorial Library System is a recipient of the Achievement of Excellence Award from the Texas Municipal Library Directors Association. Of the more than 500 public library systems in the state, only 10% receive the award each year.

The Achievement of Excellence Award is presented annually to libraries that demonstrate consistent excellence and outstanding contributions to public library service in their communities. To receive the award, libraries must exhibit excellence in 10 service areas, including providing services to under-served populations, offering programming for adults and families, conducting a Summer Reading Program, collaborating with community organizations, supporting workforce development and promoting digital inclusion.

Purchasing team earns Excellence Awardaward

The City of Garland Purchasing Department has been awarded the prestigious 26th Annual Achievement of Excellence in Procurement® (AEP) for 2021 from the National Procurement Institute, Inc. Garland has received this recognition for 23 consecutive years.

The AEP Award is earned by public and nonprofit agencies that demonstrate a commitment to procurement excellence. The award recognizes organizational excellence by measuring innovation, professionalism, e-procurement, productivity and leadership attributes of the profession.

In addition to these awards, the city’s Budget and Research department has also been recognized

The city of Garland Budget and Research Department has received the Government Finance Officers Association’s Distinguished Budget Presentation Award for its 2021-22 Annual Operating Budget document.

The award represents a significant achievement by the City. It reflects the commitment of the governing body and staff to meeting the highest principles of government budgeting. In order to receive the budget award, the City had to satisfy nationally recognized guidelines for effective budget presentation. These guidelines are designed to assess how well an entity’s budget serves as:awards

  • A policy document
  • A financial plan
  • An operations guide
  • A communications device

Budget documents must be rated “proficient” in all four categories, and in the 14 mandatory criteria within those categories, to receive the award.

There are more than 1,600 participants in the Budget Awards Program. The most recent Budget Award recipients, along with their corresponding budget documents, are posted quarterly on GFOA’s website, GFOA.org. Award recipients have pioneered efforts to improve the quality of budgeting and provide an excellent example for other governments throughout North America.
