Under the Garland City Charter, the City Council may fill a vacancy on the City Council by appointing an interim member. First, the city must request the Governor to order or decline to order a special emergency election. Due to a recent resignation of the council member for District 1, the City Council may be appointing a resident of District 1 to serve in an interim capacity as that councilperson pending an election in May 2021. While the city awaits word from Governor Abbott as to whether he will order a special emergency election, the City Council is requesting applications from qualified residents of District 1 who are interested in serving in that interim capacity.
The City Charter makes any person who is appointed as an interim replacement for a member of the City Council ineligible to serve in that same capacity on the City Council until at least one complete subsequent term of office has elapsed. Thus the person appointed to this temporary position will not be eligible to serve as Council Member for District 1 until at least May 2024.

Qualifications
The Garland Charter and Code of Ordinances establish certain qualifications that must be met by members of the City Council. In order to serve as a member of the City Council, a person must:
- Be a United States citizen and 18 years of age or older
- Have not been determined by a final judgment of a court exercising probate jurisdiction to be mentally incapacitated or partially mentally incapacitated without the right to vote
- Be a qualified voter at time of appointment
- Have been a resident of the State of Texas and have continuously resided in District 1 for at least one year immediately preceding appointment
- Have not been convicted of a felony or a Class A misdemeanor
- Not be in arrears on city taxes, utility service charges, or other obligations owed the city
