Murder of Lyft driver under investigation

More information about the investigation of the murder of Lyft driver Isabella Ann Lewis was provided during a Monday, Aug. 30, news conference. Jeff Bryan, Garland Police Chief, Ed Drain, Plano Police Chief and Dallas FBI Special Agent in Charge Matthew DeSarno addressed the group assembled at the Garland Police Department.

Background

The murder took place Sunday, Aug. 29, just before noon, in the 400 block of Forest Gate Drive in Garland. The person who called the Garland PD said that someone had been shot and the victim’s vehicle was stolen. When officers arrived on the scene, they found a female victim suffering from a gunshot wound. She was pronounced dead by Garland Fire Department paramedics.

GPD then learned that Lewis was a Lyft driver and had been hired to give someone a ride. As officers were investigating, they learned that a shooting had occurred at the Plano Police Department at 909 14th Street and that the victim’s stolen vehicle was located at that scene. The shooting suspect, Imran Ali Rasheed, had gone to the Plano PD, shown erratic behavior outside the department, then gone inside and shot at a civilian employee and a visitor. The employee and visitor managed to get to a safe location

On-duty Plano police officers entered the lobby and exchanged gunfire with Rasheed who was shot and taken to the hospital where he later died.

Drain said at the news conference that they have no idea why he went to the Plano PD.

During the news conference, officials said that a note that had been left in Lewis’ vehicle suggested that Rasheed might have been inspired by a foreign terrorist organization.

DeSarno said the Dallas FBI’s Joint Terrorism Task Force had joined the Garland PD and Plano PD in the investigation to determine the motive for the murder and to ascertain whether it was an act of terrorism.

“Rasheed may have been inspired by a foreign terrorist organization to commit these acts,” DeSarno said.

He added that no evidence had been found to indicate that Rasheed was directed by or in contact with foreign terrorist actors. They believe that he was “inspired by the rhetoric.”

“At this point, we do not believe the suspect was provided assistance by others or that others were involved in the incident,” said DeSarno.

DeSarno said that Rasheed had been investigated by the FBI counterterrorism unit from 2010 to 2013.

The investigation by both police departments and FBI is ongoing
