Brian England was recently appointed to the position of city attorney. He had served in the role on an interim basis following the retirement of former City Attorney Brad Neighbor. Prior, England was the first assistant city attorney for three years and deputy city attorney for five years. He has a law degree from Southern Methodist University and both a Bachelor of Science and Master of Arts in Religion from Abilene Christian University. England is a long-term city of Garland employee, starting his career as a Garland police officer in 1993.
In addition, Scott Levine has been hired as the first assistant city attorney. Before joining the city, he was a partner and founding member of Banowsky, Betz & Levine. For nearly three decades, Levine served as outside counsel to several local governmental entities, including Collin County and the cities of Anna, Arlington, Denton, Garland and Royse City. He was also elected and served as a council member for the city of Parker for five consecutive terms, serving the final two terms as mayor pro tem. Following his public service as an elected official, he returned to the city of Parker to serve as its interim city attorney. Levine currently serves as a board member for the North Texas Tollway Association and as a trustee on the Akiba Yavneh Academy School Board.
Levine has a Bachelor of Science in Business Administration from the University of Arizona, where he graduated magna cum laude. He later received his law degree from the University of California, Berkeley’s Boalt Hall School of Law.
Levine is also an accomplished triathlete and cyclist, having participated in the 2015 Ironman Championship in Kona, Hawaii. He lives in Dallas with his wife, Dana, and is the proud father of three children, Macy, Griffin and Eli.
