Nov. 1, 2020

Just after midnight Oct. 30, the Garland Police Department received a report that several subjects were stealing building materials from a residential construction site and loading them into a U-Haul in the 2700 block of Dodson Street. When GPD officers arrived, they observed the U-Haul in an alley along with a subject standing outside the vehicle. The officers turned on the patrol vehicle’s overhead red and blue lights and the U-Haul immediately sped away, leaving one male subject behind. That person was apprehended. The U-Haul fled from the scene leading officers in a vehicle pursuit. The driver fled south toward LBJ Freeway, through Mesquite and, ultimately, into Dallas.

With the assistance of the Dallas Police Department Air 1 and DPD officers, the driver was taken into custody in the 500 block of South vehicleCorinth Street. Officers identified the driver as 29-year-old Ronnie Dale Sullivan of Dallas. The subject arrested at the scene of the theft is identified as 37-year-old Gerald Milton Winters of Mesquite.

Investigators found roofing materials in the back of the U-Haul believed to have been stolen from the construction site. Officers are attempting to identify a third subject involved, dropped off from the U-Haul in Dallas during the vehicle pursuit. This person is described as a female with long black hair.

Sullivan is charged with Evading Arrest and Theft with Two or More Previous Convictions, and Winters is charged with Theft $750 to $2,500. Officers discovered that Sullivan had a Felony Theft Warrant out of Grand Prairie. Both subjects are currently in the Garland Detention Center. The investigation is ongoing.
