Voters to decide on eight bond propositions

In addition to the election of council district representation, Garland voters will make decisions on a bond package as part of the May 4 election. The bond project list was compiled, after many hours of discussion and deliberation, by a specially appointed panel. It was then presented to council, as well as the citizens of Garland, for many more hours of discussion.

 

The end product is a $423,700,000 bond package that will be presented to voters in separate propositions. The funds allocated for each proposition are explained below:

 

Proposition A – Streets                                   $122,250,000

 

Design, construct, maintain, improve, repair, enhance, etc. streets, alleys, sidewalks, bridges, intersections, screening walls, streetscapes, signage, etc. within the city. Some target areas may include Shiloh Road from Kingsley Road to Miller Road, Naaman School Road from Brand Road to SH 78, Holford Road from Arapaho Road to Creekwood Drive, Lyons Road from IH-30 to Guthrie Road, Leon Road from North Garland Avenue to McCree Road.

 

Proposition B – Public Safety                          $51,350,000

 

Acquire, construct, improve, expand and equip public safety facilities. Some items may include a police evidence and property facility, fire stations No. 1, No. 6, No. 7 improvements, police training facilities and shooting range and police station security improvements.

 

Proposition C – Storm Drainage                      $47,350,000

 

Construct, improve, repair storm drainage facilities. Some target areas may include Garvon West Industrial Park, Country Club Park Estates, Lakewood Addition, Montclair No. 2, Saturn Springs Estates, undesignated areas requiring local flooding mitigation and drainage improvements.

 

Proposition D – Parks & Recreation                $117,750,000

 

Construct, renovate, develop, improve, expand, furnish, equip parks and recreational facilities that may include Audubon Recreation Center, Garland Senior Activity Center, Holford Recreation Center, Hollabaugh Recreation Center, Rick Oden Park facilities and equipment improvements, aquatic facilities and equipment improvements. Also may include construction and improvements to parking lots, trails, sports fields, public squares, water features, playgrounds infrastructure, community center facilities, etc.

 

Proposition E – Libraries                                 $21,000,000

 

Acquire, improve, expand, renovate, equip library facilities that may include relocation and expansion of Walnut Creek Library, modernization and upgrades to Central, North and South Garland Branches.

 

Proposition F – Economic Development         $46,000,000

 

Promote economic development in the city. Plan, design, construct, improve, extend and expand infrastructure facilities, acquire improved and unimproved properties, demolition of existing structures, provide assistance for private, commercial, industrial, retail, residential and mixed-use development, neighborhood revitalization and mixed income development.

 

Proposition G – Municipal Facilities                $6,000,000

 

Construct, improve, renovate and equip existing municipal buildings.

 

Proposition H – Animal Shelter                       $12,000,000

 

Construct, improve and equip animal shelter and control facilities, including acquisition of land.

 

According to the city’s website, the entire bond will require tax rate increase will be 11.25 cents and the estimated monthly impact will total:
